What should you put inside the SWIMMI?

Absolutely nothing! Swim diapers are only meant to catch waste, not absorb wetness (so they don't weigh your child down in the water). Since they don't provide absorption, you will want to put on the swim diaper just before swimming, otherwise you may end up with a wet car seat and clothes on the way to the pool.

Can you use this pant as a waterproof diaper cover as well?

No! Although the SWIMMI would make a great cloth diaper cover, you should not use the same pant for regular diapering and for swimming, as exposure to the chlorine in public pools will reduce the waterproofness.
